Established in 1953

Founded by Kenneth Laugenour and Lou Meikle in 1953, we began offering civil engineering and land surveying services to the largely agricultural area around Woodland and neighboring communities. Those two civil engineers/surveyors specialized in irrigation, drainage and other agriculture-related projects for the first few years. Kenneth Laugenour retired in 1970, leaving Lou Meikle to gradually grow the firm and expand its services to include residential, commercial and industrial land development, public works projects and comprehensive land surveying capabilities. 

 

In our early years, we maintained a local focus and grew through referrals from loyal clients. As repeat business from those clients and their colleagues increased, we grew to meet the demand. In the mid 1960s, Rich Jenness came to work on summer survey crews until he finished college. In 1967 he joined the firm as a junior civil engineer and stayed with us for 40 years, gaining the experience needed to lead the firm from 1991 until he retired in 2007. During those 40 years, the projects changed as more people and businesses moved into the area, and we were increasingly called upon to provide a wider range of engineering and surveying services to residential, commercial and industrial developments, a growing number of public works projects, as well as new schools, offices, healthcare facilities and hotels being built in the region. As our expertise grew and our reputation spread, so did our geographic reach, extending into Sacramento, Solano, Sutter, Butte, Colusa, and counties beyond.

Dual-Driven Momentum

Our inception as a full-service civil engineering and surveying firm positioned us to expand in both professions, so that clients have come to depend on us to work with them from the earliest project phases (boundary and topographic surveys, project planning and preliminary engineering) through improvement plans and construction staking. In addition to simplifying our clients’ project management tasks, offering both civil engineering and surveying services enables us to maintain critical interaction between those disciplines, thus accelerating and smoothing the project progress. As we move forward, expanding capabilities in both areas, our in-house engineering and surveying teams will continue to distinguish us from the competition.

When the digital revolution began sweeping across industries in the late 1980s and early 1990s, our management saw the potential benefits the new technologies provided and determined to take advantage of those advances. Becoming early technology adopters enabled our relatively small firm to compete with much larger firms that could not advance as rapidly. That early decision has gradually evolved into a policy, so that we remain on the leading edge and maintain our competitive advantage.
